How Belarus VAT Jurisdictions Work

Belarus has one VAT jurisdiction. There are no regional, city, or district VAT rates, so you register once and file once for the whole country. This article explains what that means for the addresses in your transaction data.

  • Street name

  • City, town, or village

  • District

  • Region

  • Postal code

Locating a Consumer for B2C Digital Sales

For B2C digital sales, Belarus accepts a single piece of evidence that the customer is in Belarus. Any one of the following is enough:

  • A physical address in Belarus

  • A bank or e-money account held with a Belarusian provider

  • An IP address in Belarusian address space

  • A phone code or postal code assigned to Belarus

This is more forgiving than the EU, which asks for two non-conflicting indicators. In practice, keeping a clean billing country on every transaction is what matters most.


What This Does Not Cover

  • Regional variations. There are none in Belarus for VAT purposes. If you see a source describing a Belarusian regional rate, treat it as an error.

  • Customs jurisdictions. Goods entering Belarus are handled under EAEU customs rules, which are separate from VAT jurisdiction and outside what Kintsugi covers for Belarus.
