How Malaysia's SST Jurisdiction Works

Unlike countries with regional or state-level tax systems, Malaysia applies SST at the national (federal) level only. There is no state, city, or municipal tax layer to worry about. This makes jurisdiction determination relatively straightforward.


One national jurisdiction

All SST registrations, filings, and payments are made with a single authority: the Royal Malaysian Customs Department (RMCD). There is no need to register separately in different states or regions.


Special areas with reduced or no SST

Malaysia has a small number of designated special areas where SST does not apply, or applies differently. These are known as Designated Areas (DAs) and Special Areas (SAs):

  • Labuan

  • Langkawi

  • Tioman

  • Pangkor

  • Pulau 1 (Forest City)

  • Free Zones (various locations across Malaysia)

If your customer's billing or delivery address falls within one of these designated or special areas, SST may not apply to that transaction. Kintsugi automatically accounts for these exclusions when calculating tax.


How Kintsugi determines jurisdiction

Kintsugi uses the customer's address (specifically the country and state fields) to determine whether SST applies to a transaction. For most Malaysian addresses, the national SST rate applies. For addresses within a designated or special area, the applicable exemption or reduced treatment is applied automatically.


Address format for Malaysian customers

When entering a Malaysian address in Kintsugi, use the following standard format:

  • Street number and name

  • Building or floor (if applicable)

  • Postcode and city

  • State (e.g., W.P. KUALA LUMPUR, SELANGOR)

  • MALAYSIA

No sub-national tax registration is required beyond the single national SST registration.
